I think it is critical to recognize that data creation involves the collecting and the taxonomic research necessary to produce good data, not just digitization. There are many initiatives promoting data digitization, but they tend to be weak on supporting taxonomy and data verification, focusing instead on the cyberarchitecture and the ways one can analyze the data. How do we make sure that the data are accurate? How can we improve the support for these areas? What can be done to facilitate data verification and editing?
